The Agency’s Board of Directors is comprised of individuals from diverse backgrounds who are committed to supporting our mission. Our board members serve without compensation, and the work of the committees on which they serve plays an integral role in our ongoing development.

Meet the Board:

Dave Coultas
Board President, Member since 2011
David is a seasoned finance executive, with leadership roles in both startups and large global organizations. He has held long tenures with MUFG Union Bank, Washington Mutual, and Ernst & Young LLP. He is a CFA Charterholder and Certified Public Accountant.

Jane Henderson, Ph.D.
Board Vice President, Member since 2015
Dr. Henderson, now retired, spent more than 30 years crafting and implementing California public policy in the areas of child welfare services, family support services, K-12 education, child development, and juvenile justice. She was the founding Executive Director of First 5 California, Deputy Superintendent of Public Instruction for the California Department of Education, and staff director of the state Senate Select Committee on Children, Youth, and Families.

Janette E. Drew
Board Treasurer, Member since 2017
Janette is Director of Operations for Sustainable Contra Costa. Formerly she was in commercial banking & finance with extensive experience in credit risk management, asset management, portfolio administration and business management. Janette is currently on the board of Portico Benefit Services. She has held various leadership roles in public corporations as well as nonprofit entities.

Lois Boyd
Board Secretary, Member since 2018
Before retirement, Lois spent her career in law firm management, most recently as the Chief Operating Officer of Fenwick & West, a multi-office technology and life sciences firm based in Silicon Valley. Lois serves as a Court Appointed Special Advocate (CASA) for a foster youth in Contra Costa County and serves on the Session (governing board) of Lafayette-Orinda Presbyterian Church.

Kirk L. Dobbins, Esq.,
Member since 2016
Kirk L. Dobbins, Esq. is Vice President and Regional Counsel for Kaiser Foundation Health Plan and Hospitals of the Northwest in Portland, Oregon. He has a Juris Doctorate (J.D.) and is a Certified Compliance and Ethics Professional (CCEP), Certified Compliance and Ethics Professional – International (CCEP-I) and Certified Healthcare Privacy Compliance (CHPC) professional. He has executive experience in for-profit and non-profit corporations, and served as counsel for the federal government and in private firms. He is a member of several state bars and holds leadership positions in national professional associations.

Jason Foster
Member since 2008
Jason Foster is the Director of MUFG Union Bank Financial Reporting, his primary responsibilities pertaining to statutory reporting required by U.S. federal banking regulators, the Securities and Exchange Commission, and Japanese statutory bodies. Jason is an alumnus of Arizona State University with degrees in comparative religion, economics, and statistics.

Jeffery Gary
Member since 2012
Jeffery Gary is the President of WorkCompTV, a worker’s compensation industry consulting firm. He is a retired manager of worker’s compensation for the San Francisco Municipal Transportation Agency. In 2006, he was honored with Manager of the Year for The City and County of San Francisco. Jeffery is the past President and current board member of the San Francisco Industrial Claims Association. With a BA from USC, majoring in Film and Television Communications, he is also a professional photographer.

Tamara Morgan, Esq.
Member since 2013
Tamara is a Bay Area native with a lifelong interest in mentoring girls and young women. Her passion for supporting, guiding and nurturing vulnerable, at risk individuals and families has led her to serve on the Boards of Directors of Family Support Services and HealthRight360 and to launch local charitable drives and endeavors in partnership with her adult daughters. Tamara is a graduate of U.C. Berkeley (Legal Studies, B.A.) and Stanford Law School (J.D.). As an in-house attorney for Kaiser Permanente she manages employment litigation and provides strategic leadership of the Legal Department’s Diversity and Inclusion initiatives.

John R. Robbins SIOR, FRICS

Mr. Robbins has been in commercial real estate for over 30 years. He is the CEO of Carpenter/Robbins Commercial Real Estate, Inc., a national real estate brokerage and consulting company representing private sector companies and Government Agencies. He has held senior management positions in commercial brokerage and development with national companies, and, over the course of his career, has negotiated several million square feet of transactions for individuals, corporations, and government, as well as developed over 1.5 million square feet of commercial properties.
Mr. Robbins has been an instructor in real estate at the University of Denver and Golden Gate University. He holds an MBA and a BS in Industrial Management from California State University, San Jose. His professional affiliations include the Society of Industrial and Office Realtors (SIOR) and the Royal Institution of Chartered Surveyors (FRICS). His Board affiliations include: (Current) Family Support Services, SIOR Northern California, (Past) UC Berkeley Lawrence Hall of Science, College Preparatory School, NAIOP.

Shay Rogers

Shay Rogers is a Global Engagement Specialist for Employee Success at Salesforce. Prior to joining Salesforce, Shay worked at Kaiser Permanente, where she spent 14 years in various roles within IT, National PR and Communications, National Patient Care Services, National Diversity and Inclusion. Most recently, she was the lead project manager over the National Bargaining in National Labor Relations. Shay has a passion for community service, mentoring girls/youth women and advocating for the underrepresented population. Her board affiliation: Oakland Teen Empowerment Program and RepresentED.

Karen E. Wilson
Member since 2015
Karen is a Partner with Mowat Mackie & Anderson LLP (MMA), a full-service CPA firm in Oakland. Karen leads the firm’s international practice and focuses on complex individual, trust, and non-profit tax consulting and services. Prior to joining MMA, Karen worked with accounting firms PwC and Ernst & Young in their expatriate and foreign national tax groups, as well as Wellspring Group CPAs in Washington state, focusing on assisting high net worth individuals with their charitable planning. Karen is an alumnus of the University of Washington Foster School of Business (Business Administration, Accounting Concentration) and is an Enrolled Agent with the IRS. She currently serves as the Financial Advisor for Peninsula Chapter DeMolay and is an active member of Financial Women of San Francisco and ProVisors in San Francisco.
