MEET OUR LEADERSHIP TEAM

Oscar Luna

Chief Financial Officer

Oscar has been a Chief Financial Officer for a number of for-profit and nonprofit organizations, as well as an advisor to CEOs and Board of Directors.

He has also served as a consultant to clients such as Boeing, International Papers, and the University of California.

Oscar is a member of the Board of the Berkeley Rotary Club. He graduated with a Master in Business Administration from Columbia University in New York City.

LaDonna Daily, BA

Director, Family Preservation Program (East Bay)

LaDonna has over 35 years of experience working with children, youth, and women throughout the Bay Area and within her community church. LaDonna serves as the Family Preservation Program Director and is responsible for the program’s operations and the supervision of its staff. She is a strong advocate for educating and mentoring the families that our Agency nurtures. Prior to becoming the Acting Family Preservation Program Director, LaDonna worked as a Social Worker for the Kinship Program and was promoted to assist in pioneering the KinGAP Program at our San Francisco office, serving as the Program Supervisor. LaDonna has also served as a Program Supervisor for the East Bay Respite Program. She has been with Family Support Services since 2007.

Donna Moore, BA

Director, Kinship Support Services Program

Donna has been the Kinship Program Director since 2001. She has worked for over 30 years with children and families who have experienced severe trauma, neglect and abuse, as well as families impacted by mental health, violence, domestic violence, and substance abuse. At Family Support Services, Donna is responsible for program operations and supervision of the Kinship Programs in Oakland, which include the Kinship Support Services Program and Kinship Youth Program. She has been with the Agency since 1995.

Elyin Soto-Arnold, MA Legal Studies & BA Latino Studies

Director, Respite Program (San Francisco)

As the San Francisco Respite / Child Care Program Director, Elyin is responsible for program operations in serving Childcare Services to Resource Family Approved (RFA) and CalWORKs participants for the City and County of San Francisco. 

As the San Francisco Respite/ Child Care Program Director, Elyin is responsible for program operations in serving Childcare Services to Resource Family Approved (RFA) and CalWORKs participants for the City and County of San Francisco. 

With over 10 years working for the community, Elyin’s career began as a Family Support Specialist, promoted to Childcare coordinator, then moving to Respite Program Supervisor. This foundational platform supports her role; managing day-to-day operations, including supervision of internal staff and Respite providers, and ensuring each is in accordance with policies and regulations.

Jessica Woods-Torlowei

Director, Respite Program (East Bay)

Jessica joins Family Support Services as Program Director for our East Bay Family Preservation Program. Jessica comes with 25 years of experience in nonprofits, specifically supporting families, children, and transitional youth. She loves interacting and getting to know people, their cultures, and their values. Jessica values community, collaboration, and inclusion.
